It’s been more than a decade since Italian developer Stilo managed to get a prior Town Council to approve a Pre-annexation Development agreement or PADA which would clear the way for a controversial and potentially environmentally damaging development.

Stilo has done little to uphold its end of the deal, other than giving the Town what may be unusable land in a floodplain for affordable housing. Stilo’s efforts to access Forest Service roads to make its development possible are also stalled.

As a result, Tusayan has hired attorney Frank Cassidy. Cassidy has been a Deputy Pima County Attorney, he served as Marana’s Town Attorney and as a Senior Assistant City Attorney for Tucson.
