Stilo Development Under Review

Tusayan's current Town Council wants to review an old development agreement reached with Stilo years ago. 

It’s been more than a decade since the Town of Tusayan approved the Pre-Annexation Development Agreement (PADA) for Italian developer Stilo’s controversial plan to build a massive development at the doorstep of the Grand Canyon in Tusayan. At the time nearly every member of the Town Council was employed by Stilo or its business partner, the late Elling Halvorson.

Stilo made some big promises back then including a pledge to set aside land for affordable housing. It turns out the land Stilo provided was in a flood plain and estimated construction costs became outrageous. Stilo also promised to make donations to the Grand Canyon School District. We have submitted a public records request to track that progress. Recently Stilo backed off on hosting Tusayan’s food bank.

It appears the new Town Council has some questions.  On May 9th the Town Council voted to review the PADA. After going into executive session, the Town Council unanimously voted to give direction to staff and “Form a working group of two council members (Mayor Clarinda Vail and Vice Mayor Greg Brush) to re-evaluate the PADA and its amendments for possibly a restated PADA and will be seeking outside counsel for that purpose.”
